作者背景:Ian Scott is emeritus professor of government and politics at Murdoch University in Perth, Australia, and an adjunct professor in the Department of Public Policy at the City University of Hong Kong. He taught at the University of Hong Kong between 1976 and 1995 and was chair professor of politics and public administration between 1990 and 1995. Between 1995 and 2002, he was chair professor of government and politics at Murdoch University. He has written extensively on politics and public administration in Hong Kong and Asia.
