Dr. Leong was born in a medical family in Hong Kong in 1939. His father, Mr. Leong Kam-ling was a famous doctor in the 1940's.
Dr. Leong became the member of the Legislative Council, representating the medical consitituency from 1988 to 2000. He was the committee member of the Consultative Committee for the Basic Law and the chairman of the HKU Council.
He bacame the chairman of the Hong Kong Medical Association from 1988, the President of Hong Kong Academy of Medicine from 2000 to 2004, and the chairman of the Hospital Authority in 2002.
He was the non-official member of the Executive Council from 2005 and became the chairman of the Elderly Commission in the same year.
He acted as the chairman of the Standard Working Hours Committee from 2013 to 2017.
